Land registration provides legal certainty over land ownership for the community. As is known, Law Number 5 of 1960 concerning Agrarian Principles has a lot of homework so that there are still many land rights in the form of old rights that have not been renewed. The government through Ministerial Regulation of ATR/Head of BPN RI Number 1 of 2017 concerning Amendments to Regulation of Minister of ATR/Head of BPN RI Number 35 of 2016 concerning Acceleration of PTSL provides a program to accelerate land registration simultaneously in several selected villages/kelurahan. In the 2017 PTSL implementation, one of the selected villages, namely Tegaltirto Village, got the opportunity for participants with a total of 1070 certificates. From the implementation of PTSL, it can be investigated how it is implemented, what are the terms and criteria, and what are the obstacles in its implementation. Thus this research can serve to see how far the effectiveness of the implementation of PTSL in Tegaltirto Village.This research is an empirical normative type. Primary data will be taken from direct research in the field with interviews sourced from a sample of 3 main hamlets with the highest PTSL quota, namely the hamlets of Kuncen, Tegalsari and Semoyo. Secondary data will be taken from literature or literature studies that support the implementation of PTSL. The data obtained will be analyzed deductively and descriptively with qualitative juridical techniques.The results of the study stated that the implementation of PTSL was in accordance with the applicable rules but the specified time could not be fulfilled because the implementation of PTSL was carried out in a hurry and there were many problems in the field such as the boundary marks that had not been agreed upon, there was no agreement from the heirs, areas of distant participants and so on. With some of the obstacles that occurred in the field, the village government has acted actively to resolve them by holding deliberation and continuing to coordinate with applicants who are PTSL participants so that the village government has made maximum efforts as an intermediary from the community and the local BPN in the implementation of PTSL.
